Timor-Leste

Partner and Lawyer at JLA, Advogados e Consultores (since 2014);

Legal Advisor to the President of the Republic (2018-2022);

Legal Advisor to the Minister of Planning and Finance (2017-2018);

Chairman of the Legislative Reform and Justice Sector Commission (2015-2017);

Team leader of the legal component of the creation of the Special Social Market Economy Zone (ZEESM) of Oé-Cusse, which drafted the Law of its creation and the statute of the Administration Authority, by mandate of the Government of Timor-Leste (2014-2015);

Legal consultant responsible for the justice and public administration sectors in the World Bank's evaluation and monitoring missions, as part of the Transition Support Program (2002-2007) and in the preparation of the National Development Plan (2007);

Lecturer in the first UNDP-sponsored training course in public administration for civil servants in the government's transition to independence (2000);

Participation in the needs assessment for Timor-Leste's transition to independence as a member of the joint mission of the United Nations, the World Bank and the National Council of Resistance of Timor-Leste (October 1999);

Lawyer in the areas of Public Law (Administrative, Public Procurement and Supply), Corporate and Commercial Law, Real Estate Law.
