Lukeno Ribeiro Alkatiri

Professional Career and Experience

Lukeno Ribeiro Alkatiri advises both domestic and international clients in Timor-Leste, with a particular focus on Public Law, Corporate and Commercial Law, Real Estate, Employment Law, and Banking and Finance. His practice also encompasses complex negotiations, strategic advice to public and private sector clients, and the development of major infrastructure projects.

Lukeno joined JLA as a Partner in 2016, bringing with him the experience gained at the Iberian law firm Cuatrecasas in Lisbon, where he completed his legal training and subsequently practised as an Associate. During this time, he advised on corporate transactions, mergers and acquisitions, and commercial matters for multinational companies and public sector entities. He is admitted to practise law in both Timor-Leste and Portugal.

Lukeno is a Fellow of the Chartered Institute of Arbitrators (FCIArb) and was the first Timorese national to attain this distinction, reflecting his recognised expertise in international arbitration.

Lukeno holds an LL.B from the University of Coimbra and a Bachelor's degree in Sociology from the National University of Singapore (NUS). He is currently pursuing an LL.M in Environmental and Energy Law at the University of Birmingham.

Lukeno is fluent in Portuguese, English and Tetum.
